The agenda has been completed, decisions have been made and no one objects. Yet afterwards, something can still linger. Not because the plan is unclear, but because what was said did not entirely match what was happening in the room. People agreed, but were they truly on board? Was there trust in the decision, or mainly a need to move on?

That difference between what is formally agreed and what people actually experience touches on the undercurrent in organizations. The surface layer shows how the work is organized: goals, responsibilities, processes, figures and meeting structures. The undercurrent becomes visible in the way people behave when pressure increases, interests collide or uncertainty arises.

It is precisely there that it becomes clear whether agreements are genuinely supported. An organization can have its structure in order and still keep getting stuck. Not because people are unwilling, but because past experiences, unspoken expectations, mutual relationships and automatic reactions have more influence than is visible on paper.

The undercurrent is therefore not a vague topic beside the real work. It affects decision-making, collaboration, ownership, safety, quality and results. Anyone who looks only at processes and plans sees only part of what gets an organization moving or holds it back.

Table of Contents

1. This includes the direction of the organization, the division of tasks and authority, working agreements, reports, objectives, meeting formats and processes. It is the side of the organization that can be described, planned, adjusted and assessed.

The undercurrent concerns the reality that is not always expressed directly, but does influence everyday behaviour. Think of trust, restraint, rivalry, loyalty, fear of mistakes, the need for control, past disappointments and beliefs about what is or is not safe within the organization.

That layer is not invisible because there is nothing to notice. Quite the opposite. It becomes visible in who speaks during a meeting and who remains silent, in decisions that are repeatedly reopened for discussion, in employees who ask for room but then wait, and in leaders who want to encourage ownership but take everything back under pressure.

The undercurrent is therefore not the opposite of the surface layer. The two layers are continuously connected. The formal setup influences behaviour, while behaviour determines what happens with that setup in practice.

A clear division of tasks can, for example, create calm. Yet when people do not trust one another enough, decisions will still end up with one person. An organization may want to use mistakes as opportunities to learn, but when employees have experienced mistakes being used against them, they will try to solve problems for as long as possible before anyone sees them.

The surface layer describes what is intended. It is also about the way change comes about.

The surface layer can be adjusted relatively directly. A meeting structure can change, a role can be redefined and a decision-making process can be organized more clearly. Such changes are often necessary. Without direction, clear responsibilities and clear agreements, confusion easily arises.

The undercurrent does not change because someone decides that it should. Trust does not arise by putting it on a poster as a core value. Openness does not arise because employees are told during a meeting that they may say anything. Ownership does not grow simply because responsibilities are moved lower down in the organization on paper.

People look at what actually happens. How does a manager respond when someone gives a different opinion? What happens after a mistake? Is someone supported when they raise a difficult issue? Do employees truly have room to make a decision, or is it later reversed anyway?

That is why the surface layer and the undercurrent can reinforce one another, but they can also work against one another.

When agreements are clear and people experience enough trust, movement emerges. People know what is expected of them and dare to take responsibility within those boundaries.

When the formal message and everyday experience drift apart, friction arises. The organization asks for initiative, but employees notice that deviations are not appreciated. A management team talks about shared responsibility, but each member continues to defend mainly their own interests. A leader says feedback is welcome, but reacts defensively as soon as that feedback becomes personal.

On paper it is right. Every important event can leave traces in the way people work together.

A reorganization can lead to long-term uncertainty, especially when decisions came unexpectedly or were insufficiently explained. A conflict that was never truly discussed can still influence the relationship between departments years later. A manager who takes criticism personally teaches employees that caution is wiser than openness. A period of heavy production pressure can cause speed to become structurally more important than learning or improvement.

Growth also has an impact. When an organization expands quickly, roles and relationships change. What could previously be arranged informally suddenly requires clear choices. People who were involved from the beginning may feel that they are losing influence. New employees may experience that they are part of the structure, but not yet truly part of the group.

Such experiences create expectations about how things work within the organization. Those expectations are rarely formally recorded, but they do guide behaviour.

People may learn, for example, that it is wiser to postpone bad news. They notice that some decisions have already been made before the meeting begins. They discover that speaking up can have consequences for their position. Or they become accustomed to leadership ultimately stepping in anyway, making independent decision-making seem pointless.

This creates a reality in which people adapt to what they think is necessary to stay safe, retain influence or avoid hassle.

The undercurrent does not only play out between people; it also exists within each individual. What becomes visible on the outside in behaviour is partly determined by beliefs, drivers, previous experiences and insecurities.

A leader may rationally understand that letting go is necessary and at the same time be afraid of losing control. An employee may say they want more responsibility and still hesitate as soon as they truly have to make a decision. Someone may value open collaboration, yet withdraw under tension because confrontations felt unsafe in the past.

That personal undercurrent always affects the team. Individual reactions influence one another and can together form a pattern that becomes increasingly self-evident. What starts as a reaction to tension or uncertainty can thus grow into a fixed way of working together that no one consciously chose.

During reorganizations, rapid growth, mergers or changes in leadership, the undercurrent often becomes more visible. Existing certainties disappear, while it is not yet clear what will replace them. Old loyalties clash with new responsibilities and earlier experiences colour trust in new plans.

What nobody formally decides, people still learn together.

The leadership question

Which event from the past of your team or organization do you think is still having an effect, even though it is no longer discussed?

4. It is also about influence. With change, something almost always shifts in who is allowed to decide, who has access to information, who becomes visible and who has to let something go.

Organizational politics are not wrong in themselves. Every organization has interests and differences in power. It becomes problematic when those interests cannot be discussed openly and therefore return disguised as substantive objections.

A discussion about the quality of a plan may in reality be about losing decision-making authority. A department may rationally support a change while at the same time noticing that its position is becoming less important. A leader may ask for collaboration while holding on to information in order to retain influence.

When a change keeps getting stuck, an uncomfortable but necessary question is therefore: who gains or loses something if this truly goes ahead?

That loss may concern formal power, but also status, expertise, access to the board or the familiar role of the person who always solves problems. They can also be loyal to colleagues, former leaders, old ways of working or to a period in which the organization had a strong shared identity.

That loyalty is rarely expressed openly. Someone may rationally agree with a new direction and still find it difficult to let go of an old way of working. Not because they do not understand the change, but because letting go feels as though they are distancing themselves from people or values that were important to them.

After a change in leadership, a team may keep referring to how the previous director did things. In a merger, employees may formally be part of one organization while their loyalty still lies with the original organization. A new manager may become responsible for a department in which people still feel strongly connected to their predecessor.

This becomes especially visible when people who have carried the organization for years suddenly have to work in a different way. The old guard often has a great deal of knowledge, experience and informal influence. Precisely because of that, a new direction can feel as if not only the way of working is changing, but also their position and significance within the organization.

What leadership sees as renewal may be experienced by them as a message that the old way was no longer good enough. Resistance then is not only about the new approach. It also touches pride, recognition and the question of whether accumulated experience is still seen and valued.

Anyone who moves past that too quickly increases the chance that people will move along formally while in practice holding on to what is familiar. Movement is more likely to emerge when the past is not dismissed, but connected to what the organization needs now.

Loyalty does not need to be removed. It first needs to be recognized. Only when people feel they have room to name what they do not simply want to lose can movement towards something new emerge.

At such moments, formal clarity is necessary, but not sufficient. People also need recognition of what is being lost, what is uncertain and which questions still have no answer.

Letting go sometimes feels like distancing yourself from who you were.

The leadership question

What are you actually asking people to let go of, and have you acknowledged that before asking them to move?

What leaders need to do now

Before a change starts, name what people may lose, even if it is not on the agenda. How do you recognize the undercurrent in an organization?

The undercurrent cannot be measured directly like a production figure or a schedule. Yet it is not elusive. It becomes visible in patterns that keep repeating.

Within a team, this may become visible in meetings where little resistance is heard, while decisions are barely implemented afterwards. Colleagues may treat each other pleasantly, yet avoid one another outside the meeting. Problems keep ending up with the same people because others have learned that taking initiative mainly creates extra risk. Frustrations are discussed in the corridor or at the coffee machine, but not in the place where something can actually be done about them.

Language also provides information. Phrases such as “we’ve tried that before”, “the board won’t go along with that anyway” or “I’ll wait and see” reveal the expectations people have developed. Such remarks are not only about the current plan. They also say something about previous experiences.

Not everything that remains unspoken has the same cause.

Sometimes people know exactly what they think, but do not say it because the possible consequences feel too great. They are afraid of conflict, of losing their position or of their manager’s reaction.

Sometimes there is a feeling of unrest or resistance, but people do not yet have a clear sense of where it comes from. They notice that something is rubbing, without yet being able to name it precisely. Silence is therefore not necessarily avoidance. Time is needed to make sense of what is being experienced.

There is also a third form. The issue is discussed among people, but not in the place where something can be done about it. At the coffee machine, in the corridor or after a meeting, exactly what was left unsaid during the meeting is expressed. People know the problem, but have learned that it is not officially welcome.

That distinction matters. Something that does not yet have words requires something different from an issue that is avoided out of fear. And when everyone knows the problem but no one dares bring it into the formal conversation, the question does not lie only with employees. It must also be examined what the organization does with people who do raise a difficult signal.

With leaders, the undercurrent often becomes visible when pressure rises. A manager who normally gives room may suddenly want to control every detail. Someone who values collaboration may still keep postponing a conflict. A manager may feel responsible for the result and therefore repeatedly take over work from others.

That behaviour is not always conscious. Under tension, people respond more quickly from patterns that have helped them deal with uncertainty or threat before. One person controls, another withdraws, a third quickly makes the conversation practical and another tries to keep everyone happy.

At organizational level, the undercurrent can become visible in changes that repeatedly begin but rarely truly land. There is a great deal of talk about ownership, while decisions remain high up in the organization. Programmes are started to improve collaboration, but the tension between departments is not discussed directly.

Increasing absenteeism, turnover or declining engagement can also be signals. They do not automatically have a single cause, but they can indicate that something is structurally rubbing in day-to-day collaboration, leadership or culture.

The point is therefore not to label every problem as undercurrent. The point is to investigate where visible behaviour and formal intent remain out of alignment over time.

What is not said does not become less true.

The leadership question

Which pattern has been repeating for longer than you would like to admit, and where do you see it in decisions, behaviour or collaboration?

7. Practical examples of the undercurrent in organizations

A common situation is change without movement. There is a clear plan, responsibilities have been divided and everyone knows what needs to happen. Yet the team does not move into action. In the surface layer, everything appears to be arranged. In the undercurrent, there may be doubt about whether this change will really be carried through, or fear that people will lose influence, certainty or professional expertise.

A second example is a feedback culture that exists mainly on paper. The organization says openness is important and employees are encouraged to address one another. In practice, it remains silent. People have previously experienced that criticism achieved little, was taken personally or was later used against them. The official message is openness, but the learned message is caution.

Working hard without real results is also a recognizable pattern. Everyone is busy, problems are solved quickly and diaries are full. Yet the same disruptions keep returning. Firefighting creates the feeling that a lot is happening, but it can also prevent the conversation about causes, responsibilities and choices from taking place.

Within management teams, the undercurrent often becomes visible in discussions that keep returning. Substantively, the conversation appears to be about capacity, planning or priorities. Beneath the content, there may be distrust. Team members doubt whether colleagues keep agreements, name interests honestly or truly take responsibility for the whole. Without enough trust, every decision becomes another struggle over position and influence.

Another example is the leader who asks for ownership but keeps controlling under pressure. Employees are told that they may act independently, while important choices are still reversed afterwards. The surface layer says responsibility should lie lower in the organization. The undercurrent shows that making mistakes is still not truly safe.

It is precisely in that contradiction that patterns emerge and keep reinforcing themselves. Employees wait, the leader sees that as a lack of initiative and takes even more back. What appears on the surface to be a motivation problem is in reality an interaction between behaviour, expectations and decision-making space.

8. Why organizations often continue steering on the surface layer

It is understandable that leaders and organizations easily fall back on structures, plans and processes. They are visible and therefore seem more manageable. A goal can be sharpened, a process can be adjusted and a responsibility can be redistributed.

Trust, fear, disappointment and loyalty are less tangible. They are not easily captured in a diagram or a decision. As a result, there is a quick tendency to first tackle what appears concrete.

Yet it is often precisely the undercurrent that determines whether a change is genuinely supported.

A new plan may be strong in substance while employees think: let’s first see whether this does not disappear again. A team may agree during a presentation while doubting whether leadership will keep its own agreements. People can formally say yes and still continue to protect themselves in their behaviour.

That is not necessarily unwillingness. It may be a response to earlier experiences, lack of clarity or lack of trust.

When organizations only adjust the surface layer, symptoms may decrease temporarily without the pattern truly changing. A new meeting is introduced, but people keep avoiding difficult topics. Responsibilities are redistributed, but decisions keep returning to the same leader. A training programme is organized, but in daily practice the old behaviour continues to be rewarded.

That is why some change initiatives follow one another without collaboration fundamentally improving. Not because the chosen approach is worthless, but because the context in which people are expected to change remains the same.

A plan can be right and still fail to create movement

The leadership question

Which process, meeting or change initiative have you introduced in the past two years while the underlying behaviour remained almost the same?

The leadership question

Which process, meeting or change initiative have you introduced in the past two years while the underlying behaviour remained almost the same?

9. It has direct consequences for time, money and results.

Changes in which a great deal has been invested deliver less when people do not genuinely commit to them. Decisions are discussed again, projects are delayed and the same problems return in another form. Costs rise without the organization getting closer to the desired result.

Turnover and absenteeism can also increase when tension is ignored for a long time. New employees have to be recruited and trained, knowledge disappears and the pressure on those who remain increases further.

In daily operations, the costs are less visible but constantly present. Problems are reported late, departments hold on to information, leaders spend a great deal of time on escalations and employees wait for permission for decisions they could have made themselves.

There is also a loss of quality. When people do not feel free to raise doubts or mistakes in time, deviations only become visible when recovery has become more expensive and complicated.

The undercurrent is therefore not soft alongside the result.

It influences how quickly an organization learns, how reliably decisions are implemented and how much energy is needed to get the ordinary work done.

The leadership question

What is it already costing you, in time, money or people, that a certain pattern still exists?

What leaders need to do now

Make concrete, just once, what a recurring problem actually costs, not in feelings but in lead time, turnover or rework. An unclear process can simply be improved. Poorly divided responsibility can be reorganized and a missing agreement can still be made.

The tipping point comes when a reasonably clear solution does not produce lasting change.

When the same problem returns after several adjustments, agreements repeatedly have to be remade or people formally agree but continue to behave differently, it is wise not to add another solution of the same kind. At that point, it is probably no longer only about the quality of the process.

A second signal is that the facts are clear, but movement still does not happen. Everyone knows what needs to be done, the resources are available and responsibilities are known. Yet things are postponed, reversed or put on hold.

The difference between what people say during a meeting and what happens afterwards is also an important criterion. When a decision is supported in the meeting but immediately questioned outside it, this does not automatically call for an even clearer decision. It calls for an investigation into what had no place in the formal conversation.

The practical question is therefore not only whether the structure is clear. The question is also whether that structure still sufficiently explains what is happening in behaviour. When it does not, the undercurrent must be investigated.

Not every problem requires a deeper answer, but a recurring problem does.

The leadership question

Are you solving a problem now, or are you solving the same problem for the third time?

11. They understand that they need to delegate more, give feedback earlier or set a boundary more clearly.

Yet that insight is not always available in tense moments.

Under pressure, behaviour becomes less conscious. People fall back on familiar reactions. The leader who wanted to give more room steps in again as soon as the result becomes uncertain. The employee who had promised to report problems earlier still waits until they can no longer see a way out themselves. The team that agreed to address one another falls silent when a sensitive issue comes up.

That is why change requires not only understanding, but also practice.

New behaviour has to be developed precisely at the moments when old reflexes are strong. A leader only truly learns to let go when they can tolerate tension without immediately taking over. A team only learns to speak openly when differences are not merely allowed in a safe practice setting, but also during a decision with real consequences.

That requires repetition, reflection and a working environment that supports the new behaviour.

Under pressure, nobody chooses new behaviour. Not immediately explaining, but first investigating what is really happening.

It helps to separate three things: what you see or hear, what that evokes in you and what meaning you give to it.

You may notice, for example, that it becomes quiet as soon as a certain decision is discussed. That is an observation. You may feel tension or get the sense that people are holding something back. That is your reaction and interpretation. Only then comes the question of what is really going on.

The body can also provide information. Your breathing changes, you notice restlessness or feel the energy in the conversation shift. Such a gut feeling is not automatically the truth, but neither does it have to be ignored immediately.

It can be a first signal that the words in the conversation do not fully match what is happening in the room.

The skill is not to turn that feeling into a conclusion. Instead of saying that people do not trust one another, you can investigate when the conversation changed, who stopped speaking and which topic was then avoided.

People who do not reach for an explanation too quickly often see more. By staying with the observation for longer, space opens up for other perspectives and it becomes clearer what may actually be going on.

That does not mean the conversation has to remain vague. Concrete language is precisely what makes the undercurrent discussable.

You can say, for example: “I notice that we are reopening this decision for the third time. A team can spend years working around an issue and, after one honest observation, understand why conversations keep getting stuck. The problem is not immediately solved, but it no longer has to emerge indirectly either.

Recognition removes the pressure of keeping something hidden. People need to spend less energy pretending it is not there. That can be enough to make a conversation more honest or to look at a decision again.

The tendency to intervene immediately after every observation can even create new unrest. Not everything that becomes visible has to be repaired straight away. Sometimes it is more important to listen, allow different experiences to coexist and observe what changes afterwards.

An intervention is only needed when the pattern continues to hinder collaboration, decision-making or results. What keeps happening? At what point does it get stuck? Who takes which position? Which behaviour is unintentionally rewarded and which behaviour is discouraged?

It helps to always connect the undercurrent to the daily work. The conversation should not remain stuck in general feelings or impressions. The question is how the interpersonal dynamics affect safety, quality, planning, decision-making, ownership and collaboration.

A team that reports mistakes late does not only have a communication problem. Something may also be going on around safety, responsibility or leadership’s reaction. A leader who is constantly firefighting does not only have a workload problem. It may also be insufficiently clear who is allowed to decide what, or responsibility may be taken over too quickly.

Next, the surface layer must also be adjusted when it keeps the old behaviour in place. When employees are expected to take more ownership, their decision-making space must be clear. When teams are expected to address one another sooner, meetings must provide room to genuinely discuss tensions. When openness is requested, leaders must show that criticism is not punished.

Working with the undercurrent does not mean structures become less important. A pattern may become visible during a conversation, but that does not mean it has automatically changed. Sustainable development arises when insight is connected to different choices, different behaviour and a context that supports that behaviour.

My model therefore begins with the question: Hey… is this actually still correct? That question invites you not to immediately work harder on an existing solution, but first to investigate what is really happening within yourself, leadership, the team and the organization.

The approach follows five connected steps: Pause, Unravel, Recalibrate, Develop and Embed. The steps provide direction, but are never imposed on an organization as a fixed programme. The content and pace are tailored to the culture, the issue and what is needed at that moment.

The method always works across four connected layers: the individual, leadership, the team and the organization. The surface layer and undercurrent remain in view throughout. This means insight is not only discussed, but translated into behaviour, choices and structures that also genuinely fit in daily practice.

→* Read also: *my method for sustainable change

16. Employees start orienting themselves towards individual interests, wait to see which direction will ultimately win or learn that decisions are provisional.

A management team does not always have to agree. Differences are necessary for good decision-making. It becomes problematic when those differences are not discussed openly or when team members pursue their own course again after a joint decision.

A strong management team does not only make substantive agreements. It also examines how it functions as a team. Are tensions discussed directly? Is it clear which interest comes first? Not only through what they say, but especially through how they respond when things become difficult.

A leader can encourage openness but visibly take a critical question personally. A manager can ask for ownership but immediately correct mistakes without first investigating what someone has learned. A leadership team can say shared leadership is important while differences are fought out outside the meeting.

People notice those contradictions. They base their behaviour not only on the formal message, but also on what they see happening.

That is why working with the undercurrent often begins for a leader by examining their own part in it.

What happens in me when pressure rises? Do I steer more forcefully because I am afraid of losing control? Do I postpone a necessary conversation because I want to preserve the relationship? Do I take over responsibility because I find it difficult to watch someone else make mistakes?

A leader’s personal pattern never remains only personal.

It affects how much room employees experience, which topics they dare to discuss and how responsibility is divided within the team.

Self-leadership is therefore not a separate theme alongside the undercurrent. Can they report mistakes, express a different opinion or voice doubts without immediately fearing damage?

A second question concerns transparency. Do employees know why decisions are made? Is it clear which considerations were made and what happens with their input? When information is missing, stories and assumptions arise. Those can ultimately become more influential than the formal decision itself.

A third question is whether words and behaviour match. Is ownership requested and decision-making space given? Is openness encouraged and taken seriously when someone genuinely expresses criticism? Is collaboration expected while departments are still assessed against conflicting goals?

These questions do not make the undercurrent fully measurable. They do make visible where formal intent and everyday experience begin to drift apart.

Where intent and experience drift apart, the real conversation begins

19. That is not what is meant by it.

Working with the undercurrent means looking at concrete, recurring behaviour that is not sufficiently explained by the formal setup. A decision is not implemented. A team keeps postponing the same discussion. Mistakes are reported too late. Employees ask for room but do not use it. Leaders keep taking over work while wanting to develop ownership.

These are not abstract phenomena. They affect quality, speed, safety and results.

Investigating the undercurrent therefore always begins with what factually happens. What do we see recurring? What does this cost? When does the pattern become stronger? What formal message do we give and which behaviour do we actually reward?

Only then is it investigated which expectations, interests, fears or loyalties are helping to keep that behaviour in place.

Working with the undercurrent is no less businesslike than process improvement

It simply looks at another part of the same reality.

Every reaction shapes the undercurrent

The leadership question

What happens in your organization when someone brings bad news, and is that answer the same as what you would want it to be?

20. People express differences because they trust that the conversation will not immediately become personal or threatening.

Safety is not created by words alone. It is built through everyday experiences.

What happens when someone brings bad news? How does leadership respond to a mistake? Is a critical signal investigated or dismissed as resistance? Does someone who raises a problem receive support, or does the rest of the team learn that silence is wiser?

21. What does become available is information that was previously missing.

Teams can name earlier where decisions get stuck. Irritations have less time to accumulate. People address one another sooner and conflicts can be used to clarify differences in expectations, interests or responsibilities.

As a result, decisions are not only made faster but are also better supported. Employees experience more room to take responsibility because it becomes clearer where their decision-making space begins and ends.

Something changes for leaders as well. They need to spend less time constantly controlling, taking over or firefighting. Not because they withdraw, but because responsibility is distributed better and problems become visible sooner.

More calm emerges, while the organization becomes more decisive at the same time. Mistakes are reported earlier, signals come to the table faster and collaboration costs less energy.

The undercurrent does not disappear. A team can be friendlier with one another without anything fundamentally changing in the collaboration.

Real movement becomes visible when people share relevant information earlier. Mistakes and risks come to the table sooner, critical questions are asked during the meeting rather than afterwards and decisions need to be reopened less often.

The distribution of responsibility also changes. Leaders take over less automatically and employees wait less often for permission. Problems are solved where they arise and escalate upwards less quickly.

Another sign is that tension is tolerated better. Differences do not have to be smoothed over immediately and a difficult conversation can take place without people withdrawing or avoiding the substance.

Words and behaviour also come closer together. When the organization says openness is important, this is reflected in the way criticism is handled. When ownership is requested, people also genuinely have decision-making space.

False movement can be recognized by a great deal of positive language without change in day-to-day behaviour. Good sessions have taken place and people say there is more trust, but mistakes are still reported late, decisions still remain with the same people and conflicts are still discussed outside the meeting.

The undercurrent only truly moves when the daily work proceeds differently.

The leadership question

Are you looking mainly at the atmosphere and what people say, or do you also see demonstrably different behaviour in decision-making, addressing one another, ownership and reporting mistakes?

23. The question is not whether it exists, but how seriously it is taken.

Structures, goals, processes and agreements remain necessary. Without the surface layer, direction is missing and responsibility becomes diffuse. But without attention to the undercurrent, plans easily remain disconnected from the reality in which people have to act.

Sustainable development arises when both layers support one another.

That requires clear boundaries and room for relevant tension. It requires leaders who not only look at the behaviour of others, but also examine their own reactions. It requires teams that do not resolve every difference by staying silent, postponing or returning to the content.

When people experience that words and behaviour are more aligned, trust grows. Decisions are not only made formally, but are also genuinely supported. Ownership is no longer a request from leadership, but something that can develop within clear decision-making space.

This means the undercurrent does not become a problem that has to be eliminated. It becomes a source of information about what an organization needs in order to start moving again.

24.
